Born in 1989 in Bakırköy, Istanbul, Cem Özacar solidified his interest in the media world by completing his studies in Radio and Television Programming in 2008. In 2009, he gained experience in print media as a news writer for a newspaper. In 2020, he began his acting training and quickly found opportunities across various digital platforms, feature films, series, and commercials. He starred as "Mr. Suit" in the short film Frost, his first foreign language project prepared for international festivals. He also garnered attention with his leading role in the Turkish postmodernist short film Moneyhead. Since 2023, he has been actively involved with the Kısa Kafası team as both an actor and director. He also teaches Cinema and Film courses at private institutions, passing on his knowledge to younger generations. In 2024, he founded the podcast program Off The Record. He personally handles the hosting, preparation, editing, and post-production of this program, which is broadcast on Spotify, YouTube, and Fizy platforms. The program features in-depth conversations about art and artists. Cem Özacar's diverse talents encompass acting, directing, teaching, production work, and podcast hosting. He provides dubbing and voice-over services for numerous series, films, animations, and documentaries on Amazon, Netflix, Disney, TV Plus, television, and cinema platforms. He delivers Basic Voice-Over and Dubbing as well as Advanced Voice-Over and Dubbing training to both young and adult age groups at private and public institutions. In addition to his artistic and professional activities, Özacar places importance on social responsibility projects and has been serving as a volunteer moderator and host at PKU Aile Derneği since 2023.

Yıllar içinde birçok sanatçının albümünde vokalist olarak yer aldı. 2002 yılında Grup Munzur’un Bahara Çağrı albümünde sözü ve müziği kendisine ait olan “Çonaşkimi” adlı Lazca eserle yer aldı. İlk solo albümü “Zifona” 2006 yılında yayımlandı. Lazca’da “Denizden Gelen Fırtına” anlamına gelen albüm; Lazca, Megrelce ve Türkçe eserlerden oluşarak Karadeniz kültürünü modern ve özgün bir müzikal anlayışla buluşturdu. 2012 yılında Cem Radyo’da yayınlanan “Limcera” adlı müzik programını hazırlayıp sundu. Programda farklı sanatçıları konuk ederek Karadeniz müziği ve kültürüne katkı sundu. “Lazların Pavarottisi” olarak anılan sanatçı; Sesumi Duyacaksun (2013) ve A.Ş.K. – Akustik Şarkılarla Karadeniz (2016) albümleriyle müzik kariyerini sürdürdü. 2016 yılında katıldığı O Ses Türkiye yarışmasında çeyrek finale kadar yükseldi. 2018 yılından itibaren “Ustalara Saygı” projesi kapsamında özel single çalışmaları gerçekleştiren Bayrakoğlu; Ruhi Su, Ahmet Kaya, Neşet Ertaş, Müslüm Gürses ve Bülent Ersoy gibi birçok usta sanatçının eserlerini kendi yorumuyla yeniden seslendirdi. Sanat yaşamını; sesi, müziği ve anlatım gücüyle kültürel üretime katkı sunma anlayışıyla sürdürmektedir.

After completing my training in 2019, I worked as a training coach at Dr Medya for three years and took part in many projects. For the past two years, I've been continuing to work from my own professional studio. I founded Telaffuz Akademisi, where we provide training in voice acting, diction, and effective communication. I completed my undergraduate education at Istanbul University in the Department of Turkish Language and Literature. I received Phonetic Diction training from a former TRT announcer. In 2014 I graduated as Professional Actress at the Drama School of Bologna Alessandra Galante Garrone. After that, I got my MA in Performing Arts, Fashion and Digital Arts at La Sapienza, Rome. I also spent a period of work and study in London, where I had the possibility to work with international directors and improve the English language, through workshops and RP/British Accent lessons. In 2019, I was admitted to the School of Acting Specialization at Teatro di Roma and today I continue my professional activities as an actress and voice over talent.
